Pedal Box

would a pedal box be the problem if my clutch was to go down but only come back up about %80. And no its not the spring behind the pedal, i have had everything replaced from the the gearbox back all the way to the clutch master the only thing left is the pedal box but can they even go bad or faulty , it does have a squeak and it gets louder when its about to get stuck, and it does this even when the car is off
