Mokka rear Fog lights not working

Evening all, trying to get the wife's mokka through it's MOT. It has decided it doesn't want the rear Fog lights to work it's not the bulbs and I have literally pulled/checked every single fuse! Only got 6.4 volts coming from the wire behind fog light switch! Is this just a signal for bcm or should it be 12v? I have a crappy feeling the bcm is faulty any help or advice is hugely appreciated,thank you. (2014,1.7 cdti 4x4)
