Mokka rear Fog lights not working

Evening all, trying to get the wife's mokka through it's MOT. It has decided it doesn't want the rear Fog lights to work 🙈 it's not the bulbs and I have literally pulled/checked every single fuse! Only got 6.4 volts coming from the wire behind fog light switch! Is this just a signal for bcm or should it be 12v? I have a crappy feeling the bcm is faulty 😭 any help or advice is hugely appreciated,thank you. (2014,1.7 cdti 4x4)
